Misc. bugfixes and tweaks to localrundig:
- Be less strict on filename characters.
- Remove debug mess.
- Use LOCALDBDIR consistently (prepare for passing on to upstream by
simply s/(LOCAL|local)//.
- Separate static and semi-static (generate-once) language files from db
files.
