Currently, [[plugins/brokenlinks]] supports filtering by the place where a broken wikilink is used.
Filtering by the target of the broken link would also be useful, e.g.,
\[[!brokenlinks matching="tagbase/*"]]

would list the tags not yet "filled out". --Ivan Z.
