Using named parameters for these is overdue. Passing the session in a
parameter instead of passing username and IP separately will later allow
storing other session info, like username or part of the email.
Note that these functions are not part of the exported API,
and the prototype change will catch (most) skew, so I am not changing
API versions. Any third-party plugins that call them will need updated
though.

As a side effect, since loadplugins is called, mdwn is loaded, so
rcs_recentchanges will return page names, not filenames, for mdwn files.

* Rcs modules are now imported, so other modules that need similar
normalisation of configs etc can do so.

* Daemonize before sending RPC pings, since that can take a while
and/or hang.
* Daemonize before sending commit mails, as that can also take a long
time/hang if the mail server is unhappy.
* Factor out commit mail sending code into new function.
